I'm sure you've already covered this before but since im new here would someone please explain how offshore bookmakers can pay rebates to horse betters and still make money. The Times said their taking a lot of business from the tracks and offtrack establishments. But I dont understand how they benifit. The Times article also cited a better who just tries to break even and collect the rebate.
